From November 2015 to July 2016, Mr. Junge led an Asian Development Bank-funded initiative supporting policy reforms the Kyrgyz Republic’s rural water supply and sanitation subsector. Mr. Junge took over the after the first team leader was unable to produce the contractually-mandated outputs and left the technical assistance project. With less than half the budget and time remaining, Mr. Junge led a newly-constituted 5-member team in successfully preparing the analytical underpinning for rural water sector reforms.
Under his leadership, the team produced over 20 technical and policy papers. Working closely with the responsible government agency, the team developed a new institutional, regulatory and operational framework for sector sustainability and an improved sector investment climate. To inform these efforts he led consultations with the Government on a Roadmap for a Rural Water Policy.
Team leader on an evaluation of a US State Department program promoting environmentally-friendly practices in the private sector.
Under contract to Khulisa Management services, from September 2023 to December 2024, Mr. Junge led a 12-person team evaluating technical assistance in 12 countries in Latin America and the Middle East. Program activities supporting conservation, environmental governance, civil society organizations (CSOs), and government capacity development and training in the areas of wildlife conservation, improved fisheries, water and waste management, and air and water quality.
His team was responsible for developing research design and data collection instruments (qualitative and quantitative), conducting key informant interviews, and preparing individual reports for seven different projects. Mr. Junge led data collection activities in Guatemala, Panama, Jordan, and Morocco, and coordinated work of evaluation team members to meet evaluation milestones. He delivered the final reports three months ahead of schedule. OES/ENV rated the project “exceptional” for quality of work, management, and cost.
Policy dialogue and researcher, copper mine in Serbia.
Working with the World Bank and Ministry of Labor, Mr. Junge led a study and policy dialogue on labor reforms at the RTB Bor copper mine complex in Bor and Majdanpek, in Eastern Serbia. Approximately 25 percent of the workforce was going to be let go during a contentious period. The mine, a socially-owned enterprise, was losing tens of millions of dollars per year, and highly inefficient. During the 2004 Athens Olympics, miners had protested redundancies by blocking the main road to Greece, and physically attacked the administration.
Mr. Junge developed the research design and supervised a local firm conducting an analysis of mine employees who had left during an earlier round of layoffs, with current employees. He also initiated stakeholder forum to engage with trade unions, using the study as a platform for dialogue. He conducted economic analysis and drafted a $10 million Active Labor Market program proposal and institutional framework for the Employment Support Component for a World Bank-financed project. He also led a one-day workshop for media to explain the World Bank’s restructuring proposal.
