I am an independent consultant dedicated to enhancing accountability and effectiveness in the international development sector. I conduct evaluations and economic analysis, bringing 25 years of experience across a range of sectors. I deliver results and give clients what they need.

I have completed over 125 assignments across 50 countries, all seeking to improve the quality of life for their citizens, directly or indirectly.

My role as evaluator involves assessing the utilization of foreign aid in promoting economic development and implementing policy reforms in low- and middle-income countries. I employ a robust combination of quantitative and qualitative methodologies to evaluate the effectiveness, impact, sustainability, efficiency, and relevance of various projects. I provide evidence-based recommendations to clients, identifying areas for enhancement based on my analysis.

I have conducted over 60 evaluation and applied research studies for development institutions including the World Bank, Asian Development Bank, Millennium Challenge Corporation (MCC), United States Department of State, and the United States Agency for International Development (USAID), among others. I adhere to the principle that evaluations should be rigorous, useful and relevant to stakeholders.

In addition to my evaluative work, I have a strong background in conducting economic analyses for diverse projects, ensuring that all assessments are grounded in sound economic understanding.

My primary areas of evaluation expertise cover the agriculture, water, energy, transportation, and mining sectors.

I am committed to transforming lives through the best allocation and use of public resources, driven by a commitment to understand what works, what doesn’t, and why. To that end, I design and implement evaluations to gather the most credible evidence available within the allotted budget and time constraints.

In 2023 I published  Who Belongs?: How Ideas about Inclusion and Exclusion Are Shaping Our World, for Better and for Worse, a book which explores questions such as: Why do some people belong and others do not? What does it take to be accepted? Who decides? Based on what justification? and Who decides? 

Prior to my current career, I studied acting in Russia (1991-93). I then pursued an acting career in New York City and worked on Wall Street before starting graduate school in 1999. I have a master’s degree in International Relations from Johns Hopkins School of Advanced International Studies (SAIS) (Bologna, Italy and Washington, DC) and a bachelor’s degree from Bowdoin College (Brunswick, ME). I speak several foreign languages, including French, Russian, Spanish, and Albanian. In my free time, I write about development and consulting, play piano, and study foreign languages.
